Every year UE produces  2 millions tons of refusals, and 40 millions tons of dangerous refusals. In particular, between 1990 and 1995 the production of refusals is grow up to 10% while economic growth is arrested to 6.5%: that means  the productions of refusal is growing fasten then our economy.

The problem of refusal has a very important role in the society because it takes up the society in different ranges  (cultural, economic, sanitary, environmental). The production of refusal (solid, liquid and gaseous) together with the environmental pollution and the acoustic pollution are elements that, negatively, characterize our society that is going to enter in the third millennium.

This enormous development has determined several problems at the environment, and in some cases such to provoke irreversible damns to nature.
Only  in this last years we have take conscience of that problems in all their gravity, and for these reasons many nations of the UE start to promulgate normative and laws to contain damns and to avoid the aggravation of the situation.
